Zühtü Arslan

Prof. Dr. Zühtü Arslan, Ankara Üniversitesi Siyasal Bilgiler Fakültesi’nden mezun oldu. Yüksek Lisans ve Doktora çalışmalarını İngiltere’de Leicester Üniversitesi Hukuk Fakültesi’nde yaptı. Başkent Üniversitesi Siyaset Bilimi Bölümünde dersler verdi. Halen, Polis Akademisi Başkanlık görevini sürdürmektedir. Eserlerinden bazıları şunlardır: Anayasa Teorisi (2005), Constitutional Law of Turkey (2004, ortak yazar), “Anayasa Mahkemesinin “Yorum Tekeli”, Yargısal Üstünlük ve Demokrasi” (2008), “Reluctantly Sailing Towards Political Liberalism: The Political Role of the Judiciary in Turkey” (2007).

Domestic PolicyTurkey’s Bid for the New Constitution
This policy brief aims to analyse the basic parameters of the new draft constitution in Turkey. Having outlined the radical amendments to the current Constitution in terms of both fundamental rights and state organs, the paper takes up the procedural and substantial criticisms directed against the draft Constitution.
