The panel’s purpose is to test whether the OTS is maturing from an identity-based cultural community into a strategic coordination mechanism with regional and global reach, and to identify what the Ankara Summit must deliver to make that transition credible.

The question is timely for three reasons. First, the organization’s agenda has broadened sharply: the Secretary General reports cooperation in more than 65 areas, now including defense-industrial cooperation. Second, the international environment rewards middle-sized actors that can offer connectivity, critical minerals, and stability, yet it also exposes them to great-power pressure. Third, Türkiye’s incoming chairmanship coincides with the drafting of the 2027–2031 Strategy, so the next twelve months will set the organization’s direction for the next half-decade.

We cordially invite you to attend the virtual panel discussion organized by the SETA Foundation on October 28, 2026, at 2:00 p.m. (Ankara time), titled “The OTS ANKARA Summit: Furthering the Institutionalization.
