
Cenay Babaoğlu
Cenay Babaoğlu graduated from the Department of Political Science and Public Administration at Hacettepe University. He completed his postgraduate studies in public administration at the same university in 2015. During this period, he conducted academic research for two years at Bremen University, as well as in Berlin and Skopje. In 2021, he completed his fully funded postdoctoral research on the digitalization processes in public administration at the University of Catania in Italy. Between 2009 and 2015, he worked as a research assistant in the Department of Political Science and Public Administration at Hacettepe University. From 2015 to 2017, he served as a political advisor in the Turkish Grand National Assembly. Between 2017 and 2019, he worked as an assistant professor in the Department of Public Administration at Niğde Ömer Halisdemir University. From 2019 to 2021, he served as an associate professor in the Department of Political Science and Public Administration at Selçuk University. Between 2021 and 2024, he was a board member of the Association for Middle Eastern Public Policy and Administration (AMEPPA). From 2020 to 2025, he worked as a sector consultant specializing in e-learning systems. He is currently a professor in the Department of Public Administration at Niğde Ömer Halisdemir University. Throughout his academic career, he has received research awards and scholarships from various national and international institutions, including the German Academic Exchange Service (DAAD), United Nations University, European Parliament, Goethe Institute, the European Union Presidency of Türkiye, the Ministry of Development (Türkiye), Turkish Academy of Sciences, and Scientific and Technological Research Council of Turkey. He has participated in projects supported by institutions such as the United Nations, the World Bank, the Slovenian Ministry of Public Administration, Rutgers University, Suffolk University, Hacettepe University, Digital Transformation Office of the Presidency of Republic of Türkiye, The Republic of Türkiye Directorate of Communications, and several Turkish ministries, including those of Interior, Family and Social Policies, Youth and Sports, and Environment, Urbanization, and Climate Change. In 2016 and 2017, he served as the editor of the Legislation Journal, published by the Association of Legislative Experts of the Turkish Grand National Assembly. He is currently the associate editor of the Journal of Public Administration and Technology published by the Public Informatics Association and the editor of the Journal of Public Administration and Policies.
