Biography

Dr. Köseoğlu graduated from the Department of Public Administration, Faculty of Economics and Administrative Sciences at Sakarya University in 2003. He completed his Master's in Public Administration at the Institute of Social Sciences of the same university in 2005 and earned his Ph.D. in 2009. In 2015, he was awarded the title of Associate Professor in the field of "Public Administration" by the Inter-University Council. In 2021, he was appointed Professor in the Department of Political Science and Public Administration, Faculty of Political Sciences at Sakarya University. Since September 2022, Dr. Köseoğlu has been serving as Vice Rector of Sakarya University and, as of January 2025, as Acting Dean of the Faculty of Communication. By Presidential Decree dated July 2025, he was appointed as a Member of the Board of Directors of the Turkish Radio and Television Corporation (TRT). His academic research areas include public policy analysis, urban and local governance, and public administration reform. He has authored and contributed to numerous national and international projects, reports, scholarly publications, and professional works in these fields. He is fluent in English with a high level of proficiency. He is married and the father of three children.
